Dominic’s career in law began in 1990. He joined Best Hooper in 1999 and since 2001 has been a partner practising in our Planning and Environment group. He has extensive experience in town planning, liquor licensing and land development. Dominic was ranked in the “Recommended” category since 2018 edition of Leading Planning and Environment Lawyers published by Doyles.
His practice includes advising on the Local Government Act 1989, the Planning and Environment Act 1987 and the Liquor Control Reform Act 1998.
Dominic appears regularly as an advocate in these areas before the Victorian Civil and Administrative Tribunal, independent planning panels into land rezoning, and hearings of strategic planning advisory committees in Liquor Licensing Panels and before the courts.
Dominic is a former Victoria Planning and Environmental Law Association Board member.
Dominic was recognised as a Recommended Lawyer in Doyle’s Guide 2023 and 2024, and a Leading Lawyer in Doyle’s Guide 2022 and as a recommended Lawyer in Australia by Doyle’s Guide 2019 & 2021. Dominic was included in the 2023, 2024 and 2025 Edition of The Best Lawyers in Australia in the practice areas of Land Use and Zoning Law and Planning and Environmental Law. Dominic was also recognised in the Best Lawyers in Australia list (2019 Edition).
