Today, the Premier and Planning Minister gazetted Amendment VC257, which makes changes to the Victoria Planning Provisions (VPP) and all planning schemes to introduce the Housing Choice and Transport Zone (HCTZ) at Clause 32.10 and the Built Form Overlay (BFO) at Clause 43.06 in and around activity centres and areas with transport.
The BFO and accompanying local schedules set out specific design and built form requirements to facilitate the preferred scale of development in identified activity centres and priority precincts. The HCTZ will facilitate a housing at increased densities in locations around identified activity centres and other locations with convenient access to jobs, public transport and services.
In the government’s announcement, it is stated that Amendment VC257 will “support the development of additional housing in and around activity centres and other well-serviced locations, and provide certainty to communities, land owners and the development industry.”
The HCTZ includes transitional provisions to ensure permit holders, applicants and land owners are not unintentionally disadvantaged when land is rezoned to the HCTZ. Likewise, the BFO enables a schedule to specify transitional provisions.
